Vacancy: Assistant Procurement Officer (MITC6

The Malawi Investment and Trade Centre (MITC) is a Statutory Corporation established by the Investment and Export Promotion Act of 2012.  It is mandated to attract, promote, encourage and facilitate investment in all sectors of our economy and to find export markets for goods and services manufactured in Malawi. It is there to fast track, ease and minimize cost of doing business in Malawi for both new and existing companies by offering efficient and reliable one stop services to the business community.

In order to effectively execute its duties, MITC requires the services of a suitably qualified Assistant Procurement Officer tenable at Head Office – Lilongwe.

Responsible to     :    Procurement Officer (MITC5)

General Description
Reporting to the Procurement Officer, the incumbent will provide administrative support for the procurement department.

Principal Duties and Responsibilities
  1. Process and maintain registers for the incoming approved internal requisitions for new procurements and registers for outgoing procurement documents
  2. Sourcing quotations from suppliers and submitting them to internal procurement committee
  3. Drafting procurement documents manually and electronically as per Malawi’s public procurement rules and procedures for the procurement of goods, works and services
  4. Manage issuance and receipt of bids, expressions of interest and proposals from potential service providers, contractors and suppliers
  5. Maintain complete procurement files and records including all correspondence related to procurement activities and ensure that the records are safeguarded and properly kept for future reference manually and electronically
  6. Assist in undertaking the closing and opening of bids, maintaining the security and confidentiality of bids
  7. Prepare and dispatch procurement documents to the Finance Department for payment
  8. Verify that procurement requests are in accordance with the approved Procurement Plan
  9. Ensure proper labelling of files and assume custodial role of all procurement files
  10. Assist in preparing procurement plans and reports for submission to PPDA
  11. Assist in preparing standard tender documents for both national and international bidding as required by PPDA

Major Working Relationship
He/she will have to establish working relations with all suppliers of items required by MITC. He/she will also work with staff from other sections within MITC who would require different items to be procured for their sections.

Qualifications
    • At least a Bachelor’s degree holder in Procurement, Supply Chain, Logistics or equivalent preferably from a reputable Institution recognized by National Council of Higher Education (NCHE);
    • Fully paid-up member of the Malawi Institute of Procurement & Supply (MIPS)
    •  A minimum of 3 years of experience related to Public Procurement with hands on experience in Tender /Contracts processes
    • Knowledge and experience in Project Management is an added advantage
    • Fully conversant of the country’s Public Procurement Law and its Subsidiaries
    • Good command in written and spoken English.
    • Hands on experience in MS Office Application
