I. Background
The Malawi Investment and Trade Centre (MITC) is a Statutory Corporation established by the Investment and Export Promotion Act of 2012.It is mandated to attract, promote, encourage and facilitate investment in all sectors of our economy and to promote and facilitate exports of goods and service produced in Malawi.
MITC is implementing the Malawi Agro-process Special Economic Zone Roadmap and Promotion of value-added exports Project (Tier 2) with support from a Multi-donor trust fund and partner agencies through the Enhanced Integrated Framework (EIF).
MITC would like to engage the services of a suitably qualified part-time consultant who will support the Project Management Team (PMT) in the implementation of the project. He or she shall work in close consultation with the MITC (PMT) and other major stakeholders for the project such as Ministry of Industry and Trade (MoIT), and the EIF Project Steering Committee (PSC). The position is tenable in Lilongwe with limited travel within the Country.
The overall EIF programme aims at creating a strong and effective results-oriented partnership among all EIF stakeholders. The main objectives of the programme are three-fold and include; mainstreaming trade into national development strategies, set up structures needed to coordinate the delivery of Trade-Related Technical Assistance (TRTA); and build capacity to trade, which also includes addressing critical supply side constraints.
II. Description of the Assignments
a. Objective of the EIF Project Finance Manager
The objective of the Project Finance Manager will be to support the Malawi Investment and Trade Centre (MITC) EIF Project Tier 2 project management, including planning and financial reporting in support of implementation of the project activities. The project Finance Manager is will report to the Project Coordinator and work closely with Project Management Team and EIF Secretariat and Fund Manager.
b. Specific Responsibilities
- Facilitate and coordinate EIF Tier 2 project activities under the guidance of the Project Coordinator;
- Lead in the daily management and implementation of project activities;
- Prepare and ensure quality control of monthly and quarterly financial reports for PSC endorsement and onward submission to Trust Fund Manager and respond to any queries as necessary;
- Liaise with PMT and ensure the production of quarterly technical reports
- Prepare bank reconciliation
- Recommend, prepare, and supervise internal audits and annual audits;
- Manage the project cash flow and effect appropriate financial control measures;
- Manage the contract and covenants of Tier 2 project with main implementing entities in accordance with the signed MoU;
- Liaise and provide technical support to the project management team in sequencing and programming of activities
- Ensure that all workplans are executed according to plan in liaison with Project Coordinator and PMT;
- Support the communication and knowledge dissemination of project activities through briefs, activity reports and use of communication strategy;
- Take a leading role in cost and quality management of project activities;
- Provide advice on financial and accounting matters involving the EIF Tier 2 implementation;
- Prepare reports and minutes for project meetings workshops etc;
- Assist in building the capacity of the project management team and in producing detailed monthly financial reports (including management accounts) and quarterly technical report for the Project;
- Ensure that project filling and record keeping are up to date;
- Performing other relevant duties as required by the MITC Management Team.
iii. Requested Outputs
The deliverables of the Project Finance Manager shall be provided upon request.
iv. Position Requirements
The position of the Project Finance Manager requires a candidate with the following qualifications and experience:
- A minimum of a Bachelor’s degree in accounting or finance or similar field from an accredited institution;
- At least five years post-qualification experience preferably with a donor supported projects;
- Studying for or in possession of ACCA/CIMA qualification, and membership of a professional body will be essential;
- Excellent public relations, team work, and administrative skills
- Excellent management accounting and financial reporting skills and experience;

Reporting: The Project Finance Manager will report to the MITC Project Coordinator.
Duration: The contract for 12 months
